Joe Morrison is the Founder and CEO of NTCI. He graduated from Oglethorpe University with a Bachelor of Arts in Business. With more than 30 years of experience in the motor carrier industry, his experience also includes service in the Atlanta, Georgia Police Department as a patrol officer and the Federal Motor Carrier Safety Administration (FMCSA) as a special agent. Joe is a member of the American Society of Safety Engineers and is certified to teach the National Safety Council’s Truck Driver Defensive Driving Course.

Annette Sandberg
CEO of TransSafe Consulting

Ms. Annette Sandberg is CEO of TransSafe Consulting LLC,  a Strategic Partner with NTCI. She previously served as Administrator of the Federal Motor Carrier Safety Administration (FMCSA), Deputy Administrator of the National Highway Traffic Safety Administration and Chief of the Washington State Patrol. Ms. Sandberg has focused on assisting private sector companies in understanding the myriad of safety regulations and assessing and improving their safety programs.

Bob Seifert
Vice President for NTCI

Bob Seifert is Vice President for NTCI. He has a Bachelor of Science degree in Business Management from Calumet College and is a graduate of the FBI National Academy in Quantico, Virginia.  Prior to joining NTCI, Bob served as Vice President of Safety for the Indiana Motor Truck Association.  He previously served as Commander of the Motor Carrier Enforcement Division of the Indiana State Police.  Bob has more than 30 years in the transportation industry dealing with safety and regulatory compliance issues and is certified to teach the National Safety Council's Defensive Driving Course.

Dee Davis
Senior Safety Consultant

Senior Safety Consultant for NTCI. Dee is a graduate of Ball State University with a degree in Criminal Justice and the Indiana State Police Commercial Vehicle Enforcement Academy. Prior to joining NTCI, Dee spent 21 years with the Indiana State Police Commercial Motor Carrier Enforcement Division as a Master Motor Carrier Inspector. She also served as a Certified Training Instructor for the State of Indiana and the Federal Motor Carrier Safety Administration. She is highly qualified to consult in all matters pertaining to Federal Motor Carrier Safety Regulations, vehicle inspections and cargo tank inspections.

Bill Herster

Mark Johnson

Mark Johnson, Safety Consultant for NTCI in Indiana. Mark graduated with a Bachelor of Science degree from Illinois State University. Prior to joining NTCI, Mark was the Vice President of Safety and Compliance for Liquid Transport Corp., in Indianapolis, IN. His previous experiences include consulting for oil exploration companies in the republic of Kazakhstan for four years and various safety and hazardous materials leadership roles during his 20 years at Roadway Express. Gary Metroka
Accident Reconstructionist & Investigation Specialist for NTCI

Gary Metroka serves as the Accident Reconstructionist and Investigation Specialist for NTCI. Gary is a retired Indiana State Trooper and served as a Sergeant with the Commercial Vehicle Enforcement Division. He has investigated and reconstructed more than 125 fatality accidents during his career with the Indiana State Police. Gary has a Bachelors of Science degree from Ball State University and completed the Northwestern University Traffic Institute Reconstruction Courses. He also completed a course for Commercial Vehicle Reconstruction from Arkansas State University.

John Pinckney

John Pinckney, Senior Safety Consultant for NTCI in Indiana. John graduated with a Bachelor of Arts degree from Coe College and a Masters in Business Administration from Ball State University.  He most recently served as the Human Resource/ Safety Director for Knight Transportation in Indianapolis, IN. John has more than 15 years in the transportation industry dealing with safety, regulatory compliance issues, risk management programs and litigation management. He is actively involved in a number of safety organizations. He is certified to teach the instructors course as well as the DDC course. He is also certified to teach the National Safety Council's DDC instructors course and professional truck driver’s defensive driving course.

Ron Ashby

Ron Ashby, Senior Safety Consultant for NTCI in Maryland.  Ron graduated with a Bachelor of Arts degree from Western Kentucky University.  He retired from the Federal Motor Carrier Safety Administration (FMCSA) as the Eastern Service Center Director. During his career with FMCSA, Ron served as a Safety Investigator, Officer in Charge, Regional Director, Director of Enforcement in Washington, DC, and Division Chief Hazardous Materials Section in Washington DC. Ron’s career with FMCSA spanned more than 32 years and provides him with extensive knowledge, training and experience with transportation safety. He graduated from Western Kentucky University with a Bachelor of Arts Degree in History and Political Science.

Rick Gobbell

Rick Gobbell, Senior Safety Consultant for NTCI in Tennessee, retired from the Federal Motor Carrier Safety Administration (FMCSA) as the State Director in Tennessee. During his career with FMCSA, Rick served as a Safety Investigator and State Director. Prior to FMCSA Rick was a District Supervisor with the Interstate Commerce Commission (which later became FMCSA). Rick began his enforcement career as an enforcement officer for the Tennessee Public Service Commission. He has more than 36 years of transportation safety experience.

Dennis McGee

Dennis McGee, Senior Safety Consultant for NTCI in Pennsylvania. He graduated with a Bachelor of Arts degree from Mercyhurst College and received a Masters degree from Gannon University. Dennis retired from the Federal Motor Carrier Safety Administration (FMCSA) as the Federal Programs Specialist. During his career with FMCSA, Dennis served as a Safety Investigator and State Programs Specialist. After almost 30 years with FMCSA, Dennis has extensive knowledge, training and experience with transportation safety.
