National Transportation Consultants: John PinckneyJohn Pinckney
Vice President and Head of Operations

John Pinckney is Vice President of NTCI and leads our client service team. John graduated with a Bachelor of Arts degree from Coe College and a Masters in Business Administration from Ball State University. John’s career has provided him with experience in almost every function of a fleet. Prior to joining NTCI, he most recently served as the Human Resource/ Safety Director for Knight Transportation in Indianapolis, IN. John has more than 40 years’ experience in the transportation industry dealing with safety, regulatory compliance issues, risk management programs and litigation management. He is actively involved in a number of safety organizations. He is also certified to teach the National Safety Council's Defensive Driving Course to instructors and professional truck drivers.

Paul Sullivan
Vice President and Head of Motor Carrier Consulting Practice 

Paul Sullivan is Vice President of NTCI and leads our motor carrier consulting practice. Paul graduated with a Bachelor of Science degree in Law Enforcement from Western New England College. He spent 27 years with the Massachusetts State Police and retired holding the rank of Lieutenant. During his career with the State Police he commanded the Commercial Vehicle Enforcement Section and was responsible for the Motor Carrier Safety Assistance program grant, roadside inspections, hazardous materials, and size and weight enforcement activities. He also served as President of the Commercial Vehicle Safety Alliance, Chairman of the CVSA Vehicle Committee, and as an Associate Member of the FMCSA’s National Training Center instructing the North American Standard Inspection procedure throughout the United States. Upon retirement from the State Police, Paul worked for the Federal Highway Administration in Washington DC on emergency traffic control policies and procedures.

National Transportation Consultants: Bob SeinfertBob Seifert
Vice President 

Bob Seifert is Vice President of NTCI and leads our team assisting clients with development of corrective action plans, fine negotiations and ratings upgrades. He has a Bachelor of Science degree in Business Management from Calumet College and is a graduate of the FBI National Academy in Quantico, Virginia. Prior to joining NTCI, Bob served as Vice President of Safety for the Indiana Motor Truck Association. He previously served as Commander of the Motor Carrier Enforcement Division of the Indiana State Police. Bob has more than 30 years’ experience in the transportation industry dealing with safety and regulatory compliance issues and is certified to teach the National Safety Council's Defensive Driving Course.

Founder and Head of Litigation Expert Practice

Joe Morrison is the Founder of NTCI and continues to lead our litigation expert practice. He graduated from Oglethorpe University with a Bachelor of Arts in Business. With more than 30 years of experience in the motor carrier industry, his experience also includes service in the Atlanta, Georgia Police Department as a patrol officer and the Federal Motor Carrier Safety Administration (FMCSA) as a special agent. Joe is a member of the American Society of Safety Engineers and is certified to teach the National Safety Council’s Defensive Driving Course.

Senior Safety Consultant

Dee Davis is Senior Safety Consultant for NTCI. Dee is a graduate of Ball State University with a degree in Criminal Justice and the Indiana State Police Commercial Vehicle Enforcement Academy. Prior to joining NTCI, Dee spent 21 years with the Indiana State Police Commercial Motor Carrier Enforcement Division as a Master Motor Carrier Inspector. She also served as a Certified Training Instructor for the State of Indiana and the Federal Motor Carrier Safety Administration. She is highly qualified to consult in all matters pertaining to Federal Motor Carrier Safety Regulations, vehicle inspections and cargo tank inspections.

Senior Safety Consultant

Bill Herster is a Senior Safety Consultant for NTCI in Kansas. He has a Bachelor of Science degree in Business Logistics from Pennsylvania State University and is a graduate of the Federal Executive Institute. He retired from the Federal Motor Carrier Safety Administration (FMCSA) as the Regional Director in Kansas. Bill has more than 30 years of dealing with safety and regulatory compliance issues. He is highly qualified to consult in all matters pertaining to Federal Motor Carrier Safety Regulations and Hazardous Material Regulations.

Angela Rose-Lane
Senior Safety Consultant

Angela Rose-Lane is Senior Safety Consultant for NTCI in Oregon and California. Angela was with ARAMARK as the North America Field Fleet Operations Manager directing the regulatory compliance program for more than 1,400 vehicles and 1,100 drivers. Angela spent more than 8 years as a motor carrier safety enforcement officer for the State of Oregon conducting more than 2,500 roadside inspections and 180 compliance/safety audits. She is a graduate of the USDOT National Training Center and is a certified instructor for Level 1 Hazardous Materials and motor coaches.

Wayne Beck
Senior Safety Consultant

Wayne Beck is Senior Safety Consultant for NTCI in Georgia.  Wayne served most recently with the State of Georgia, Department of Public Safety as GTACT (Georgia Targeting Aggressive Cars & Trucks) Coordinator and as Chief of the Motor Carrier Compliance Division.  He began his career with the Atlanta Police Department and has also served as Director of Safety for Sunbelt Express, Inc., a 300+ driver fleet.  With 40 years of transportation industry experience, Wayne served on the CSA2010 advisory board for the FMCSA and holds numerous certifications, including North American Standards, Hazardous Materials, Cargo Tanks and Passenger Carrier Inspection.

Senior Safety Consultant

Dennis McGee is Senior Safety Consultant for NTCI in Pennsylvania. He graduated with a Bachelor of Arts degree from Mercyhurst College and received a Masters degree from Gannon University. Dennis retired from the Federal Motor Carrier Safety Administration (FMCSA) as the Federal Programs Specialist. During his career with FMCSA, Dennis served as a Safety Investigator and State Programs Specialist. After almost 30 years with FMCSA, Dennis has extensive knowledge, training and experience with transportation safety. Prior to joining FMCSA, Dennis was a State Trooper with the State of Pennsylvania.

Stephen Choborda
Senior Safety Consultant

Steve Choborda is a Senior Safety Consultant for NTCI based out of New Jersey.  Steve spent 26 years with the New Jersey State Police and retired as the Bureau Chief of the Transportation Safety Bureau holding the rank of Captain.  During his career with the State Police he was involved in all aspects of commercial vehicle safety and enforcement, including roadside inspections, compliance reviews, DataQ reviews, training, Motor Carrier Safety Assistance program grants, and the writing of legislation and administrative codes.  He also served on the Federal-State Working Group for the CSA2010 pilot program and as an Associate Member of the FMCSA’s National Training Center.

Kandi Patrick
Senior Safety Consultant

Kandi Patrick is Senior Safety Consultant for NTCI in Arizona.  Kandi spent 25 years with the Washington State Patrol.  She managed the Commercial Vehicle Division Compliance Review Section of the Washington State Patrol to include Departmental liaison with the Department of Licensing, Department of Transportation, USDOT and the trucking industry, specifically ensuring commercial trucking safety and safe hazardous material movement on State highways.  Kandi exercised command authority and responsibility for Commercial Vehicle Enforcement Officers and Troopers with full and partial police powers to include compliance review, traffic law enforcement, fraud, Code of Federal Regulations and size and weight violations.  Responsibilities included management of administrative investigations, development of public safety policy and legislation, supervision and administration of budgets and performance of training and commercial vehicle enforcement.  Her responsibilities included conducting Administrative Hearings related to compliance review audits working closely with the Washington State Attorney General’s Office.

Randall Jones
Senior Safety Consultant

Randall Jones is Senior Safety Consultant for NTCI in Texas.  Randy served 15 years as an Investigator and Program Manager with the Texas Department of Public Safety where he supervised a team of 14 who were responsible for conducting roadside inspections, compliance reviews and safety audits.  During that time, he led the State of Texas in the number of safety audits completed each year.  Following his career with the Texas Department of Public Safety, Randy managed the DOT compliance activities of a 100+ fleet in the oilfield services industry.  Randy is certified through FMCSA to conduct safety audits and compliance reviews, as well as through CVSA to conduct vehicle inspections.

JaNét Irwin
Senior Safety Consultant

JaNét Irwin is Senior Safety Consultant with NTCI in Northwest Indiana and the Chicago metropolitan area.  She conducts audits of carriers to identify and resolve possible FMCSR violations and issues as well as assisting carriers in preparing for Federal reviews.  Her work includes developing strategies to address issues identified in an official review and implementing corrective action plans.  She also performs training for carriers involving all aspects of the transportation industry.  Before joining NTCI she served 29 years as a Master Motor Carrier Inspector with the Indiana State Police.  During her time with ISP JaNét was certified in Roadside Inspections, Hazardous Materials & Cargo Tank Inspections, and Motor Coach Inspections.  JaNét was a Primary Instructor: Specialist with ISP certified by the Indiana Law Enforcement Academy and was certified as an Associate Instructor with the Federal Motor Carrier Safety Administration’s National Training Center.

National Transportation Consultants: Chuck BridegroomRich Gaudet
Safety Consultant

Rich Gaudet is a Safety Consultant with NTCI based in New England.  Rich served 30 years with the Massachusetts State Police, including 10 years in the Commercial Vehicle Enforcement Unit where he enforced the Federal Motor Carrier Safety Regulations by inspecting commercial vehicles and drivers.  Upon retirement from the State Police, Rich spent two years as the Safety Director for a regional waste disposal and recycling company where he had responsibility for supervising, hiring and training drivers and inspecting vehicles to ensure overall compliance.  Rich holds numerous certifications, including North American Standards, Hazardous Materials, Cargo Tanks and Passenger Carrier Inspection.

Safety Consultant

Chuck Bridegroom is a Safety Consultant for NTCI in Northwest Indiana and the greater Chicago metropolitan area. Prior to joining NTCI, Chuck spent 25 years as a State Trooper with the Indiana State Police, including 15 years in Motor Carrier Enforcement. He also served as a National Training Center Instructor assisting in the training of safety auditors for state agencies. He is highly qualified to consult in all matters pertaining to Federal Motor Carrier Safety Regulations, vehicle inspections and cargo tank inspections. Chuck brings his experience to motor carriers for whom he manages safety and compliance programs, performs mock DOT audits, provides safety training, develops safety management plans and negotiates civil penalties.

Consultant

Ron Ashby is Senior Safety Consultant for NTCI in Maryland. Ron graduated from Western Kentucky University with a Bachelor of Arts Degree in History and Political Science. He retired from the Federal Motor Carrier Safety Administration (FMCSA) as the Eastern Service Center Director. During his career with FMCSA, Ron served as a Safety Investigator, Officer in Charge, Regional Director, Director of Enforcement in Washington, DC, and Division Chief Hazardous Materials Section in Washington DC. Ron’s career with FMCSA spanned more than 32 years and provides him with extensive knowledge, training and experience with transportation safety.

President

Ryan Billet is the President of NTCI, where he is responsible for NTCI's continued growth as a leading provider of transportation safety and compliance services. He holds a Bachelor of Science in Finance from the Kelley School of Business at Indiana University and a Master of Business Administration from the Kellogg School of Management at Northwestern University. With 20 years of experience in the truck business, during which time he led the international business unit and served as the Chief Financial Officer and Chief Operating Officer severe-duty vehicle manufacturer Autocar, Ryan brings multiple perspectives and a wealth of practical experience in vehicle application, safety and risk management to help NTCI’s clients operate both safely and profitably.
